I haven't empirically studied this (and I'm not sure it would even be possible to do so w/all the sealing) but I'll note that Judge Tharp has caught numerous other #ScheduleA plaintiffs judge-shopping recently. And I've seen other cases where I suspect that is what's happening. Again: This is big.
